The Potion of the Turtle Master is the only potion in Minecraft that applies a beneficial and a harmful effect at the same time: Resistance III sharply reduces incoming damage, while Slowness IV heavily slows movement. Because of this combination, the potion works as short-term protection in melee combat — close-range hits barely get through, but you won't be able to move quickly either. Preparation
You will need the following to brew it:
A brewing stand fueled with blaze powder (one unit of powder gives up to 20 brewing cycles).
A water bottle — up to three at once in the stand's lower slots.
Nether wart — the base reagent.
Turtle shell — the ingredient that sets the effect.
A turtle shell doesn't drop from mobs. It's crafted at a crafting table from 5 turtle scutes. A scute only drops when a baby turtle grows into an adult turtle — one per turtle. That means you need to raise five baby turtles for a single shell. Turtles are bred by feeding them seagrass; they only lay eggs on the sand where they themselves hatched.

Place a bottle (or three) in the lower slots, and put nether wart in the top slot. After the cycle, the bottles will contain an awkward potion.
Place a turtle shell in the top slot. The awkward potion will turn into a Potion of the Turtle Master with a duration of 0:20.

Effects
The base potion lasts 20 seconds. You can either extend it with redstone dust or strengthen it with glowstone dust — you can't add both modifiers at the same time.

Resistance blocks almost all incoming damage — mob hits, falls, explosions, lava. Each level removes 20% of damage: Resistance III is −60%, Resistance IV is −80%. The potion doesn't grant full invulnerability: damage from the void, hunger, and the /kill command still gets through despite the effect. Slowness removes 15% of speed per level, so at level VI movement becomes almost impossible.

Slowness makes you a target: under the potion's effect it's hard to escape skeleton fire, archers, or other ranged attacks. The potion is beneficial where you don't need to move, and a liability in open spaces.
Variations: splash and lingering
The drinkable potion can be turned into a throwable one. Add gunpowder to get a Splash Potion of the Turtle Master, which you throw at yourself or another target. If you add dragon's breath to the splash version, you get a Lingering Potion of the Turtle Master: it leaves a cloud on the ground that applies the effect to everyone inside it. In Java Edition, the splash variant keeps the drinkable version's duration, while the lingering one lasts shorter.

The potion is useful in situations where you don't need to move and Resistance manages to offset the loss of speed:
A boss fight on an enclosed platform — for example, a Wither in a sealed box you don't need to run from.
Waiting out a crowd of mobs behind a wall or in a corner while Resistance keeps damage to a minimum.
A short "tank" moment when you need to survive a burst of damage while standing still.
The enhanced version with Slowness VI nearly immobilizes the character, so it's only taken as stationary protection, not for movement.
Conclusion
The Potion of the Turtle Master lets you survive a barrage of damage. It's not exactly universal: Slowness makes the potion unsuitable for fleeing and mobile combat, and Resistance doesn't save you from the void or hunger. It's worth taking for a specific scenario — a static boss fight, defending a point, or speedrun situations where a few seconds of near-invulnerability matter more than mobility.
